Turn off your iPhone’s automatic backup to iCloud before removing any images from your account.
Turn off iCloud Photos by going to Settings > [Your Apple ID] > iCloud > Photos.

If Deleted from An iPhone, Do Photos Still Exist In iCloud?
A collection of images from your iPhone is not backed up in iCloud Photos. Instead, it is a duplicate of your iPhone’s current photo library. The syncing function deletes the photo in the other location if you delete it from either location (iCloud Photos or your iPhone).
Turning off automatic syncing is the only option to keep a photo on the iPhone while deleting it from iCloud. If you later turn on iCloud Photos again, this won’t function.
Check your iPhone to see if iCloud Photo synchronization is enabled.
On your iPhone’s home screen, hit Settings. Then, tap the Apple ID associated with your name.
Select Photos > iCloud.
Toggle synchronization on or off with the iCloud Photos toggle button.

By flipping the setting to off, you can remove images from iCloud without removing them off your iPhone.

Now, it’s possible to erase images from iCloud without having the iPhone automatically destroy them. To disable iCloud synchronization on any other Apple device, follow the same instructions.
Photos and movies that are deleted are moved to the Recently Deleted folder on both the iPhone and iCloud. After 30 days, they will be permanently removed, making it feasible to get them back if you change your mind.
Go to the Recently Deleted folder and choose to Delete All to permanently delete them before 30 days have passed.

How to Keep Photos on An iPhone After Deleting Photos from iCloud
Turning off syncing as described above will allow you to delete images from iCloud without deleting them from your iPhone. then take the actions listed below:
Use any browser to access iCloud.com, sign in with your Apple ID, and confirm your identification.
Choose pictures.
Select the photos you want to remove from your computer by using the Ctrl (Windows) or Command (MacOS) key on your keyboard.
To remove the pictures, click the trash can symbol in the top right corner of the page.

The iCloud storage of the photos will be erased. The images in your iPhone’s Photo library won’t be impacted if iCloud Photos is off on your device.

Only the most recent photos and videos are stored on the iPhone if Optimize iPhone Storage is turned on, which keeps all of your full-resolution images and movies in iCloud.
When the iPhone runs out of storage, it will transfer the high-resolution photos (and movies) to iCloud and replace them on your iPhone with smaller ones.
Make sure Download and Keep Originals are chosen before deleting anything from iCloud Photos. Now, even if you disable iCloud Photographs and begin removing photos from the cloud, your whole photo library will continue to exist on your phone (assuming there is enough free storage).
